Une fin d'après-midi à Orly. Le colonel Vlassov, ressortissant soviétique visiblement traqué, échappe à ses poursuivants et demande asile aux USA auprès des autorités françaises. Les services secrets français tentent d'en obtenir des renseignements mais, après une tentative de chantage ratée, doivent s'incliner et remettre le colonel à l'ambassadeur des USA. Le colonel Vlassov pénètre alors au coeur de l'imposante machine qu'est la CIA et est soumis au détecteur de mensonges. S'il semble ouvertement coopératif, deux de ses réponses inquiètent la CIA et le MI5 britannique...
